The 15 month wait out period for HDB resale flats has been removed, effective July 28, 2026

Mrs Lim called me on a Tuesday morning.

“Can we finally do it?” she asked.

She’s been talking about downgrading for years. Sell the condo. Move into a resale flat. Less space to clean, less to maintain, more cash sitting in the bank for retirement.

She always said the same thing too. “If we ever move, it has to be Serangoon.” Where she grew up. Where her sisters still live. Where she knows every hawker stall by name.

But every time she got close, she backed off. Fifteen months of waiting. The hassle of finding somewhere to stay in between. Moving twice instead of once. It felt like too much friction for a decision that should have been simple.

So she never went through with it. Year after year.

I didn’t have a good answer for her last week. Today I do.

What actually changed

The government scrapped the 15 month wait out period. Effective immediately. Announced July 28, 2026 by National Development Minister Chee Hong Tat.

In plain words: if you own private property and want to buy a non subsidised HDB resale flat, you no longer wait. Any age. Any flat size. Starting today.

Quick history, because it explains everything

The rule started in September 2022. Back then, private owners buying HDB resale flats had roughly doubled compared to 2019 and 2020. Prices were climbing fast. First timers were getting squeezed out. The government hit the brakes.

By March 2025, HDB had processed about 5,500 appeals from people asking for a waiver. Roughly a quarter got approved. That’s 1,375 households with a story strong enough to skip the line. The other 4,125 waited it out.

Then the market cooled on its own. Q1 2026, HDB resale prices dropped for the first time in almost seven years. Q2 2026, they dropped again.

Job done. Brake released.

This isn’t a U turn. The government said from day one this was temporary. They watched the data. They removed it exactly when they said they would.

So who actually wins today

Not everyone equally. Here’s the breakdown.

Private owners downgrading now

This is Mrs Lim’s group. If you’re selling private property and want an HDB resale flat, the wait is gone. You can transact today. No more sitting in a rental or a relative’s spare room while the clock runs.

This is the cleanest win in the whole announcement. No asterisks.

HDB resale sellers, right now

More buyers overnight. That’s simple math. Every private owner who was sidelined for over a year can bid again, starting today.

Does that mean your flat sells for more tomorrow. Not necessarily. Nobody has hard numbers yet on how many people were actually waiting versus how many gave up and bought private instead. If you’re selling a bigger flat, a 5 room or executive unit, you’re probably the one who benefits most. That’s what private downgraders usually go for, and we’ve already seen what that demand can do to a price tag.

Private owners thinking of downgrading later

Here’s where I’d tell you to slow down before assuming this is all upside.

Two forces are about to collide. Mortgage rates in Singapore have dropped hard, from a 2023 peak of around 4.5% down to roughly 1.3 to 1.8% today. Cheap money usually pushes prices up.

At the same time, roughly 13,500 HDB flats are hitting their five year mark this year and becoming eligible for resale. That’s nearly double last year’s number. More supply usually pushes prices down.

Cheap money says up. A wall of new supply says down. Nobody credible is calling this one with confidence yet. If you’re planning to downgrade in the next year or two, don’t assume you’re catching a rising market. You might just be catching more competition from other sellers doing the exact same thing.

First timers and BTO buyers

If you’ve never owned private property, none of this touches you directly. No wait before, no wait now. What does change is your competition. You now share the resale pool with every private downgrader who was sitting on the sidelines. Worth watching. Not worth panicking about yet.

If you do own private property and want a BTO or Sale of Balance flat instead of a resale flat, a separate rule still applies to you. The 30 month wait out. Today’s announcement didn’t touch it. That clock hasn’t moved.

The one thing to remember

The wait is gone. Whether that means higher prices is a genuinely open question right now, and anyone who tells you otherwise with total confidence is guessing.

What I’d actually do

If you’re a private owner ready to downgrade, move now. The friction is gone and you’re not fighting a price spike yet.

If you’re planning to sell later, watch the Q3 2026 transaction numbers before you commit to a timeline.
