Short answer: Toa Payoh Hillside is the new BTO project next to Caldecott MRT station. HDB plans about 1,600 flats, 1,430 of them for sale in its November 2026 sales exercise, including Toa Payoh’s first Community Care Apartments for seniors. HDB has not yet announced the launch date, the prices or whether the project is Standard, Plus or Prime.
Below is what HDB has confirmed so far, what is still unknown, and what it means if you already own a flat in Toa Payoh.
What HDB has confirmed (as of 31 October 2026)

Where Toa Payoh Hillside sits.

The site sits between Toa Payoh Rise (north), Toa Payoh Link (west) and Toa Payoh West road (south), with the Caldecott MRT station entrances at its west corner. HDB’s site plan also shows a proposed park beside the project.
Nearby on HDB’s site plan:
- MRT: Caldecott (Circle Line and Thomson-East Coast Line) next to the site. Braddell MRT (North-South Line) is to the north-east, Marymount MRT (Circle Line) to the north, and the future Mount Pleasant MRT station (Thomson-East Coast Line) to the south-west.
- Schools: CHIJ Primary (Toa Payoh), CHIJ Secondary (Toa Payoh), Marymount Convent School, Raffles Girls’ School (Secondary), Lighthouse School and Kheng Cheng School.
- Healthcare: Mount Alvernia Hospital. The current Toa Payoh Polyclinic (Lorong 8) is marked on HDB’s map as moving to Lorong 6 Toa Payoh, into the Toa Payoh Regional Sport Centre, Polyclinic, Library and Town Park development now under construction.
- Good to know: HDB’s plan notes that one of the blocks will be a pure rental block, and that the existing industry shown on the map is within 500 m of the project.
Parents: for primary school registration, check the exact distance from your block on OneMap. Being “near” a school on a map is not the same as being within 1 km.
What is NOT announced yet
- Launch date: only “November 2026”. No exact date or application window yet.
- Prices: not announced. HDB releases prices on launch day.
- Standard, Plus or Prime: not announced. Some websites say “expected Prime”. That is a guess, not an HDB statement.
- Completion date: not announced.
I will update this page on launch day with the official prices and classification.
What is coming around it: the Toa Payoh West plan
HDB unveiled the Toa Payoh West master plan on 31 October 2026. The main points:
- More than 6,000 new homes in Toa Payoh West over the coming decade, mostly public housing with some private homes.
- Toa Payoh’s first shopping mall, in a mixed-use development next to Toa Payoh Hillside. The minister said it would be about the scale of Woodleigh Mall in Bidadari. No completion date was given.
- A new wellness park with playgrounds, a jogging track and fitness corners, linked to a plaza in front of the mall.
- A 15 m wide, tree-lined walkway between Caldecott MRT station and Lorong 1 Toa Payoh, to connect the area to the rest of the town.
- A new school is being studied. HDB has not said what type of school or when.
You can see the town models at HDB Hub (Level 1 gallery) until 2 November 2026. Some exhibits stay on display until mid-2027.
Community Care Apartments: what seniors should know
Community Care Apartments are studio flats for seniors that come with a care package. From this November exercise, the minimum age drops from 65 to 55.
- The lease runs from 15 to 45 years and must cover the buyer and spouse until age 95.
- You pay upfront in cash or CPF. There is no HDB loan.
- You cannot sell it on the open market or rent it out. It goes back to HDB.
- Everyone named on the flat must sell any other HDB flat or private home within 6 months of collecting the keys.
At Toa Payoh Hillside, the Community Care Apartments block has a sheltered link to Caldecott MRT and an Active Ageing Centre.
Toa Payoh resale prices right now
For comparison, here is what Toa Payoh 4-room resale flats sold for in the last 12 months. These are actual HDB resale transactions, not asking prices.
| Period | Toa Payoh 4-room median resale price |
|---|---|
| Q4 2025 | $930,000 |
| Q1 2026 | $1,000,000 |
| Q2 2026 | $1,019,000 |
| Q3 2026 | $1,027,000 |
| Whole period (Oct 2025 to Sep 2026, 400 sales) | $1,000,000 |
Toa Payoh also sold the most million-dollar HDB resale flats of any town in the same 12 months: 293 of 1,838 across Singapore.
Median = the middle price. It does not adjust for flat age, floor or size, so it is a rough guide, not a valuation.
What it means for you
If you own a flat in Toa Payoh
My read: a new BTO next door does not change what your flat is worth today. Your price is set by recent sales of flats like yours. What changes is the story buyers hear: a new mall, a new park and a walkway to Caldecott MRT are now official plans, not rumours. If you are thinking of selling, know your flat’s real number first.
If you are 55 or older and thinking of right-sizing
The Community Care Apartments are the first in Toa Payoh, so you could stay in the town you know. But the 6-month rule means your current home must be sold soon after you collect the keys. Plan the sale timeline before you apply.
If you are a buyer hoping to win the ballot
My read: a mature, central town next to an MRT interchange will likely draw many applicants. If you do not get a good queue number, Toa Payoh resale is the other route. Check recent sales for the flat type and street you want, not asking prices.
